The Palmer Lake Sanitation District (PLSD), a quasi-municipal corporation, is governed pursuant to provisions of the Colorado Special District Act. PLSD was established on October 29th, 1971. PLSD's service area is located in El Paso County and was established to provide sanitary sewer services.
PLSD is part of a Joint Use Venture for managing of the Tri-Lakes Wastewater Treatment Facility, which is owned jointly by Palmer Lake Sanitation District, Monument Sanitation District and Woodmoor Sanitation District. The Joint Use Committee (JUC) manages the use and operation of the Tri-Lakes Wastewater Treatment Facility. The Committee is comprised of one director appointed by each of the three Districts from their respective Board of Directors along with one alternate. Each District pays their share of the operating and administrative expenses. No single District controls the actions of the Tri-Lakes Wastewater Treatment Facility which is considered to be a separate entity.
